Creates a TimeSpan value from a given number of seconds

Description
Converts the Seconds value into the equivalent number of ticks (0.0000001 seconds) in a new TimeSpan value and returns this.
Notes
Static methods are not methods of an object - they are simply class functions or procedures available at any time.
